流域水生态功能分区与质量目标管理技术研究的若干问题

- 摘要:制定中国的水生态功能分区方案、提出流域水环境质量目标管理技术体系是解决中国流域污染控制的重大科技需求,不仅可以提升我国水污染控制的科技水平,而且对于我国流域水生态安全保障具有现实意义.本文对水生态功能分区与质量目标管理的意义、概念、研究现状以及未来发展趋势进行了研究.阐述了流域水生态功能分区与质量目标管理技术研究的迫切性和科学意义,指出其是构建"分区、分类、分级、分期"多维水污染控制模式的基础.在此基础上详细回顾了流域水生态功能分区、水环境质量管理技术的研究历史、现状和存在的关键科学问题,并提出了我国流域水环境质量目标管理技术的研究方向和发展趋势.
- Abstract:Aquatic ecological function regionalization and water quality object management system are the scientific requirements to tackle water pollution problem in China, which not only can improve ability of water pollution control, but also have practical significance in ensuring the security of aquatic ecosystem. The significances, concepts, progress and developing trends of aquatic ecological function regionalization and water quality objects management were elaborated in this study. Aquatic ecological function regionalization and water quality object management are the basis to develop a multi-dimensional water pollution management model based on the concept of "regionalizing, classifying, grading and staging". The history, present situation and key scientific issues of aquatic ecological function regionalization and water quality object management were reviewed in detail, and research trends of water quality object management technology in China are proposed in this study.
