  • 摘要:为科学、合理地配置汇流区域的水污染负荷,从经济最优性、公平性综合决策角度,构建了一个以区域环境经济收益最大化、水污染负荷削减费用和加权综合基尼系数等最小化为目标的水污染负荷分配多目标决策优化模型,并将该模型应用于巢湖流域COD削减负荷分摊中.计算得到合肥市、肥东县、肥西县、巢湖市、庐江县、无为县、含山县、和县和舒城县等9个市、县的削减配额比例分别为32.16%、2.42%、2.42%、15.32%、13.39%、7.47%、7.81%、11.77%和7.24%.结果表明,所提出的分配方法既可以克服单目标优化分配的不足,同时也能兼顾各分区间的实际差异,是一种较好的分配模式.
  • Abstract:To scientifically and rationally allocate wastewater loads in a basin, a multi-objective decision making model, which takes such three factors as the maximized economic income maximum, and minimized pollution abatement cost and weighted comprehensive Gini coefficient to be sub-objective functions, is developed from the viewpoints of synthetically considering both the economy optimization and fair principles. The model is applied to the case study area, Chaohu Lake Basin, to achieve a distribution plan for water pollutants between sub-areas. The quota proportion of COD reduction for Hefei City, Feidong County, Feixi County, Chaohu City, Lujiang County, Wuwei County, Hanshan County, Hexian County and Shucheng County were 32.16%, 2.42%, 2.42%, 15.32%, 13.39%, 7.47%, 7.81%, 11.77% and 7.24%, respectively. The results indicate that the proposed approach not only overcome the drawbacks of single-objective optimization model for waste load allocations but consider the actual differences between sub-areas.
