- 摘要:自党的十八大以来,生态文明地位提到历史新高度,习近平总书记对长江经济带发展提出“共抓大保护,不搞大开发”时代新基调.在此背景下,长江的开发与保护行动模式成为经济社会高质量发展的重要样板.根据此背景要求明确长江健康的内涵,并对其健康状况、存在问题进行评估分析十分必要,也是流域规划管理的重要支撑和行动方向.本文基于长江大保护背景下健康长江内涵构建了健康长江指数,选取长江经济带沿江城市之一的泰州市作为研究对象,开展健康长江指数评价.研究有助于管理者确定长江健康管理的主要问题和重点方向,对于长江生态环境和区域社会经济的可持续发展都有重要的意义.
- Abstract:Since the 18th National Congress of the Communist Party of China (CPC), the status of ecological civilization has risen to a new height in history. General Secretary Xi Jinping has advocated for an integrated, high-quality development of the Yangtze River Economic Belt, which emphasizes that priority should be given to the protection of the Yangtze River's ecological environment. In this context, the development and protection mode of Yangtze River Economic Belt has become an important model for high-quality socio-economic development. It is necessary to clarify the significance of healthy Yangtze River, to evaluate and analyze its health status and problems, which is also an important support and direction for river planning and management. In this study, a healthy Yangtze River index is constructed based on the connotation of the healthy Yangtze River in the context of the Great protection of the Yangtze River. Taizhou city, one of the cities along the Yangtze River delta, is selected to evaluate of the healthy Yangtze River Index. This study will help policy makers identify the main issues and key directions of healthy Yangtze River management, which is of great importance for the ecological environment and the sustainable development of regional social economy for Yangtze River.
